Parks Victoria: New Business Opportunities

30 June 2025

Parks Victoria is calling for Expressions of Interest from businesses to enhance visitor experiences in key locations on the Mornington Peninsula.

Point Nepean Quarantine Station exclusive Tour Operator Licence EOI

Parks Victoria is offering an exclusive opportunity for a Licenced Tour Operator to deliver Historical Tours at the Point Nepean Quarantine Station, in Point Nepean National Park.

This opportunity provides the potential to deliver a key visitor offering and craft a high-quality, engaging experience showcasing the unique environmental, cultural, and historical values of Point Nepean National Park and the Quarantine Station.

Key highlights of this Expression of Interest:

  • An opportunity to create a distinctive historical tour in a well-known national park with strong tourism appeal that supports natural and cultural heritage messaging.
  • Exclusive 2 year competitively allocated Tour Operator Licence for historical tours at Point Nepean National Park and the Quarantine Station.
  • Potential to package with other Point Nepean National Park products and experiences

Proponents should consider:

  • Historical relevance and accuracy in their tour offering
  • Traditional Owners – support and enhance natural and cultural heritage messaging
  • Offer access to visitors of all abilities – including wheelchairs and prams

EOI applications are open until 16 July 2025.

Parks Victoria multi-site Mobile Trade Expression of Interest

Parks Victoria is seeking suitably qualified Mobile Traders with excellent operational knowledge to provide a high-quality visitor experience at some of our most well-loved Parks.

This is a rare opportunity to secure a mobile trade permit in some of Victoria’s most unique landscapes visited by both domestic and international visitors.

Each location offers unique selling points:

  • Cape Conran attracts a peak of 3,000 daily visitors in summer and is adjacent to a large campground, with no competing food options within 17km.
  • Cape Schanck welcomes over 320,000 visitors annually and is a high-demand lighthouse and trailhead site with no current onsite services.
  • Lake Eildon provides access to over 200 campsites and summer holiday visitation exceeding 55,000, with opportunities to trade to both campers and day visitors.
  • The Redwoods, Mount Donna Buang, and Maroondah Reservoir Park offer a diverse, year-round visitor base including 100,000+ annual visitors at The Redwoods and peak snow visitation at Donna Buang reaching up to 3,000 daily during snow events.
  • Mount Baw Baw (Mt St Gwinear) is a family-friendly snow play destination with a highly captive market and no local food or beverage competition.
  • The You Yangs sees over 450,000 visitors annually and offers power and water access—an exception among the sites—making it highly viable for operators with minimal infrastructure setup.

Parks Victoria sites attract visitation year-round, requiring a commitment to daily operation during peak times, with the capacity to trade later in the summer months. Peak times could include the snow season, December/January school holidays, weekends and public holidays and Easter school holidays.

Key components to consider:

  • Providing a cup library or reusable cup/cutlery/plate options
  • Environment and sustainability – Circular economy principles
  • Fitting with Parks Victoria’s Healthy Parks, Healthy People Framework, offerings of healthy, organic food would be highly regarded, as would locally sourced food and produce.

Applications close at 4pm on Wednesday 6 August 2025.
