The Public Health (Tobacco and Other Products) Act 2023 commenced on 1 April 2025. This new Commonwealth legislation combines a number of existing tobacco laws and introduces new measures.
From 1 July 2025, all tobacco products sold, offered for sale and supplied in Australia must comply with the new tobacco laws. Tobacco retailers have until 30 June 2025 to sell or return any remaining stock supplied to them before 1 April 2025.
Victorian Tobacco Retailer and Wholesaler Licensing Scheme
A Victorian Tobacco Retailer and Wholesaler Licensing Scheme will be administered by the Victorian Department of Justice and Community Safety. From 1 July 2025, all tobacco retailers and wholesalers must apply for a license to sell tobacco products in Victoria. Further information about this can be found on the website below.
